I'm having a problem where after a while playing, my cpu usage will spike to 40-50% usage per window, nearly maxing out my cpu with two windows up. I'm using an i5-6600k and running the game at 1920x1080 in each window, no mods. I've tried redownloading/ reinstalling, using a newer version of ashita listed in the forums, and using d3d to directx9 (seems to make things worse?) This can happen after an hour of playing or it can happen immediately on booting the game, and it does happen in unpopulated areas as well.
I've searched the forums/ googled and found posts about very similar problems but no solutions posited. Any ideas?

Edit: Not sure if it's worth noting but for the sake of accounting for any variables I'm using switchmon as well

Edit 2: Image
This is at the East Ronfaure gate, both windows exact same settings, 800x600 resolution
