Mob adjustments in The Boyahda Tree to be more suitable for exp camps

The following mob skills have been adjusted:
Cursed Sphere
Big Scissors
Foot Kick
Whirl Claws
Screwdriver

Fixed a level sync bug.
Adjusted experience points in areas with level restrictions.
Modifications to Desperate Blows.
Fix for Last Resort.
Adjusted crit rates to be more retail accurate.
Evasion down fixes.
BLU's Claw Cyclone AoE fixed.
Charm Rate fix.

Various stability fixes.
