If he was certain, I don't think he'd do it for 500k.. assuming it's just a pain in the ass.

well he responded several days later saying it doesnt pop , so assuming he went with the guy trying to get it to pop and was unable to do so.

It does pop, but its seven hours between kills in which it takes to be able to spawn again. The placeholder is the scorpion nearest to the water at the East side of F-7. Can drop a venomous claw, too.
