Has anyone experience Sic not working? When trying to perform Sic it will say, Pet is unable to perform that action.
Any advice on how to get it fixed?

I've had the same issue. Confirmed through my macro that pet had plenty of TP (capped at 3k) and of course attacking the mob. Its happened more than once. Zoning doesn't help, neither does logging. Changing pets doesn't change it. it just seems to fix itself over time.

I have had it happen after using leave and then calling another jug pet. I don't think its related to any timer, and if it is then it doesn't function like intended.

I had it happen with Keeneared Steffi in Castle Oztroja and Ordelle Cave. Couldn't use sic in either area even with the pet having more than 1000 TP. Resummoning the pet did not seem to fix it either.

Nope.
That's not how Sic works. Never has. Not even on retail. And not how it works now.

You can use Sic prior to the pet getting TP and it will ready the TP Ability when it gets TP so long as certain conditions are met. Those conditions are

1) it's the same target you initially Sic'ed (i.e. you can't Sic on a mob at 1%, kill it with a melee strike, and then 'Fight' the pet on another target trying to get the Ready.
2) the pet is alive (duh)
3) the pet isn't stunned, or slept during readying.

To answer the OP, I've been getting this glitch more frequently as of late. I think it has something to do with equipment swapping. I've managed to un-fuck it sometimes by completely removing all gear from the top row (weapons) and then requipping them manually. I've had this happen on Charmed pets after I've recently used a jug pet which died.

What I think (THINK) may trigger this glitch is using Sic, however the jug (or the target) dying prior to pet Readying a TP move, and then the 'Sic' variable isn't being properly reset.
