Let's break this down point by point.

Challenge: Eliminate gil sellers from /shouting in cities
Reason: It's annoying
Possible Solution #1
Only player's that are level 10 can use the /shout function.
Pros: Takes longer for gil seller accounts to be able to use the /shout function possibly slowing down the /shouts
Gil sellers might give up but probably not
Cons: New players can no longer ask for assistance via /shout when leveling up from 1-10
New players might quit after a few levels because they are alone during a crucial part of their FFXI experience.
Really, what are you shouting at levels 1-10 for besides gil/items/random help that can be sent through tell? Give me something that will actually have a negative impact(not a minor inconvenience) on newer players and I may change my stance.

Possible solution #2
Add Gil sellers to your blacklist
Pros: Immediate removal of gil seller /shouts
Does not impede the progress or experience of newly created characters
Cons: Gil sellers just make new accounts causing you to have to constantly add new people to your blacklist
Except Blacklist doesn't work properly here. I've added people to my blist, log off/on and they're no longer there. Same with zoning.

Possible Solution #3
Accept the fact that gil sellers are going to exist as they do in every MMO
Pros: You no longer worry about gil seller shouts
This thread dies
Cons: Gil sellers still /shout
And Square decides to send a C&D to Nasomi because people have monetized their IP. We lose everything and have to go find another game to play.
I'd rather Nasomi take steps to curb people monetizing the server in a trackable way than say "Oh RMT are in every MMO, they'll be here too, get over it."
Edit: The reason I want to remove the gilseller shouts is so the server doesn't get shutdown, not because "they're annoying".
Hey bro chill. I'm just trying to add + and - to solutions.
