Yes, HD overhauls are allowed.

AFAIK 1 person 1 account, but you can sort of dual box so long as both characters are bound to the same account ie: main/alt
don't quote me on that though.

having more than 2 mains and 1 town mule will probably get ya a trip to mordion.

do not delete characters or accounts yourself (even to name-swap a main/mule) unless you want endless problems
bind up to three game accounts to your nasomi-web-account. these three accounts are called 'main', 'alt', 'mule'
create one and only one character per game account
the character on the mule account has special restrictions
also, at any given time, there is a limit of one character doing HELMF per ip address
