Nah pretty sure this ENM has never been active on Nas
Not 100% but the quest line was created around late 2006-2007 from what i can quickly find out, https://www.bg-wiki.com/index.php?title ... on=history
which would be out of era for this server

Much appreciated. Any idea if there's a guide for prepping ninja for Under Observation, gear-wise? That's my end goal. Not able to find anything as of yet.

I think a lot ninjas just sub black mage, stack as much INT as they can, have their back to the mobs, and spam the ninja wheel on them. If you go as ninja, 2 ninjas and rdm or SMN should do the trick.

As for there being guides, I think most of them focus on strategy instead of gear.

bgwiki was only made around 2007, id use the ffxi wiki to see if stuff is in era

I agree, you don't lost that much INT but you get fast cast and a few cures should the mob land some hits between shadows

Try stacking as much +eva as you can, in spots where you can't add evasion, add INT. Your survivability will be outrageous by stacking evasion over INT and your damage wont suffer in any noticeable way because you'll have plenty of time in the BCNM.
