Boy do I feel your pain! Nabutso is correct about the seasons but I think your best bet is to check out the desert.

FFXI has seasons! Check the current date in game. The summer is your best bet for fire weather (in the desert or jungle) |

Yeah I just meant like.. you won't find fire even in altep outside of summer time, whereas in the chart it's uniform. |
