Can we get the quivering and toolbag npc back in windy pls? Bastok and Sandy both have them both all the time, it's time for windy to get it again too...

Are the two in sandoria and bastok always there? I thought they were tied to conquest, and at one time were, but I have not payed enough attention lately.
