Are they usable anytime or only when xp rings are active, or were they only active during the anniversary this summer?

I've been slowly trying to use one whenever there are events but I usually run out of time! I trust Mur but would anyone be able to confirm? .. would be amazing to finally use all the charges. :x

It was a reward from the 2018 Anniversary & Adventurer Appreciation Event.

You'll probably have to wait till this years Anniversary Event to get another one...if it ends up being a reward again that is...

This year would start around the same time I assume.
