I was able to receive the quest today at 12:30AM *west coast time* /cheer

No, It had been at least 3 real life days with all pre-reqs completed, with multiple zones logs and attempts etc. The problem was suddenly solved for my client on one of my many attempts. I had tried for the 20th sum odd time -> Left for a party outside Kazham, and when I returned, I gave it another try and *boom* he gave me the quest. Speculation: Perhaps Nasomi reset the NPC, after I mentioned it in IRC chat? What caused or fixed the issue is a mystery. I did whisper nas in-game about the issue, and also emoted the issue to nas' camp-fire in sandy... too... I'm just glad I was able to get the quest." And now have all the Teleports on my WHM
