I have dropped my Bushinomimi, talked to the ??? in The Shrine of Ru'Avitau, my quest log shows the Divine Might quest ready to go. Yet, I have tried during two separate full moon cycles now to trade the light ore to the Qu'Hau Spring (between 10-6 and at many different times) during full moon for the Moonlight ore and have had zero luck receiving this. Has anyone else had issues with this quest being bugged when redoing it? Thanks for any help!

you're only able to obtain the items during clear weather. full moon + clear skies are what causes the pool to fill, allowing the trades. if there's a thunderstorm, rain, or even clouds in ro'maeve overnight, better luck next time.

As others said, sky has to be clear and moon in sight, you will see the pool light up when it's active.
