Can't get my alt to walk up the stairs from Lower to Upper, getting:

You could not enter the next area.

I need that buffalo milks and cheese

::EDIT:: Found a workaround, used Mog House exit to be able to zone into Upper and Ru'Lude but cannot for the life of me figure out how to use the stairs.

Now that you've mentioned it, I don't recall seeing any low lvls in upper jeuno/gardens except from a Tidal.

Probably something to do with nasomis restrictions on bank alt 3rd character, max lvl 10 and can't leave town. Probably why all the bank alts bazzar in lower jeuno.
