The bridge in bastok port is always and except when the airship arrives and leaves. but even when it does go down you still can not cross it. If I remember there is a lot of quest over there (outside mog house including the mog exit quest) |

there should be a moogle w/ a boat off to the side that will just warp ya to the other side |
