I haven't played since fall of 2004, but I had a 75brd. Are there enough people in starter party zones (like the Dunes) for groups?

Welcome. Yeah, you'll have no issue finding parties in the dunes. Usually around lvl 50 I've noticed is where it takes a bit longer to find groups. Most of the time you'll have to start your own party.
