Those are OWNMs. They're alternatives to broken BCNMs. Each one represents a different BCNM. They're level capped so as soon as you engage, you'll be lowered to the appropriate level. They are true sight but not true sound. Look up OWNMs on the Wiki for more information.

No, there are some BCNMs that still work.

They aren't true sight as far as I can tell, I have walked by them with invis on.
