Just started a few days ago. I'm level 13 I think. Sadly I've been unable to form a single party online. Most attempts go ignored which surprises me for a private server.

I'm based in Bastok right now. Looking for Dune groups so I can start my Sub Class Quest.

I would prefer a LS that uses a voice chat such as Discord.

Try the Recruitment section here on the forums. Plenty of social shells although I'm not sure many use discord/mumble.

Edit: As for the party, goto the Dunes and seek party. You'll get an invite. If you're making your own, still goto the Dunes and do a /sea all inv 12-22 and those folks mostly won't ignore you. Camp up by the lizards in the northern/north western area.

I'll be on in a few hours. Although I'm only about 300 exp shy of level 15. So I wont be knocking out my sub tonight. Even with a power leveler I dont think I could cause im still rocking hume vest with only 2 def. Had I remembered Bastok was so dry with early level mage gear I would have started in Windy.

You don't have to wait until level 18 to get the items. Send me a /tell tonight, when I'm on, and I'll come get the items. You can then trade them in when you hit 18.
