Ronfaure, saruta, and gustaberg are all trash. I'm shocked that anyone even factors those in to the decision. Go lvl 1-10 in zeruhn mines and watch as you never go to one of those terrible zones again. One of my characters is from sandy, the other from bastok. I watch over all the important places. Bastok mines is the most convenient hub of the three. He should give you windy people an event for you aketons. Rest your souls having to run through those awful zones.
