From my understanding the T4s do exist, it's just you can't acquire zeni. Which you need in order to purchase the Salts from Sanraku for access to the islets that have the T4 ZNMs.

Assuming this server uses whatever baseline code another server I have played on uses, then they're actually coded to function properly for the most part too. Which makes them actually somewhat of a challenge unlike most ZNM
