I agree with 11+, but I feel it should be 11-74 to further capture all the actual players who may be attempting to level, rather than prepping for end-game event/idling. Furthermore,

a snapshot of those players could be taken during peak time to then also effect those off-peak players fairly (24 hour iterations). Or in addition, an offset snapshot could be taken during off-peak time to help manage a modified curve (sine wave) to compensate for population difference during different times.
