I think a compromise that may fit what your saying is to INSTEAD of activating/deactivating the 'effect' activation eligibility of the ring(s) (as is how nasomi currently turns off/on the "rings"), nasomi could instead completely omit Emperor Ring (cause lets be honest, who EVEN buys that?! --- please no one defend this ring...) and ONLY enable the PURCHASE of the empress ring during event windows, from X time to Y time. And finally, DISABLE ring recharging.
To compensate for the lack of recharging, the ring's EXP bonus could be updated to a higher value, perhaps x2 worth exp bonus or x2 charges on a single ring. WITH THIS CHANGE, a player can then take the opportunity to login and snag the ring during event window and retain it for a later time at their leisure. Worst case scenario, players will still be somewhat pressured to utilize their ring they have stored prior to obtaining their next ring (given the next event period OR WEEK, if event is still in ongoing #DDOS)
This solution to extend ring effectiveness is fairly simple, and very doable by nasomi.
Just as you mentioned though, this will only make the EXP distribution opportunity across all player types more even/fair given their IRL situations/week schedule yada yada.
