I've been around long enough to know he has to be able to find on his own of what people are being accused of. He'll never take any player at their own word when it comes to enforcement. Usually something is reported, he then goes on a fact finding mission to see what he finds. If he finds something, he'll act, if he doesn't find it, nothing happens. I know for a fact he can tell how a zone crashed and who was involved in the crashing. Unfortunately it may take him months to properly investigate people doing crazy shit, he has to follow them around and see it in action.
So what players perceive as someone crashing the zone on them, it may not look nefarious on his back-end or its just chalked up to "nasomi things" or its a legit case of zone-crashing that results in a ban.
I'm not even talking about things complicated like zone crashes. The Bakgodek thing is a good example - videos and screenshots sent of people exploiting the instant respawn, and nothing happening. Only the Chinese got banned.
Or Overclockin's OWNM group getting banned over a screenshot that kinda maybe showed them pinning the OWNM possibly, while another group has a 5 minute video sent of them doing it and Nas does nothing.
