If someone is too lazy to read seacoms they are too lazy to be building a party anyway.

I had a lot of success building parties this way in retail. It helps if the job you're on while seeking and the other jobs you're willing to exp as are in the same level range. Otherwise you aren't likely to show up in the search results in the first place.
Seacoms are basically a chance to advertise yourself to others and convince them to pick you over the other people seeking in your role. i.e. SMN can put that they have Fenrir; rdm, refresh; whm, erase; etc. If people aren't taking advantage of them they are just wasting their resources.
I even had a macro in retail to set my seacom when I logged in to whatever I was working on/selling/buying/exping.
