Remember, at the start of this year we had not 1/3 of the players we do now. And people complained back then about exp camps. Nas made changes to help alleviate it (new Tree mostly) but it's still an issue, and why not knock that out in the best way possible? No dumb sync changes, no revamped zones, just opening up ToAU.
This makes more sense than any other explanation I've seen. Looking back at the history of the server, population seems to have had the biggest impact for content changes. I can't imagine content development is the only thing on nas's plate, when population booms, he probably has to react to a bunch of new issues. I"m not at ToAU level yet but there is 104 people right now between level 50 and 59, and there's just no way a handful of camps can begin to support that many players.
