There's been issues with "Cover" causing zone crashes when used, so it's been disabled for about.. 3'ish years now, to prevent further crashes.

I would also love to see it fixed and available too, but many people have been without it for so long, we've just gotten used to not having it. I stopped hoping a long time ago. ;.;

One thing that might be interesting, is to make Nidhogg, King Behemoth and Aspidochelone all forcible pops, while having Fafnir, Behemoth and Adamantoise remain on windowed pop schedules, and have them drop the pop items for HQ in the loot pool.
