Claim change isn't really accurate to retail standards with 1 person being able to claim 1 mob/pt member. If this was truly to combat lower exp zones it probably won't do that good of job.

I just assumed the intent was to nerf manaburns. What problem was this introduced to solve? It seems to only address the specific circumstance where someone is holding numerous mobs without killing them specifically with the intent to grief. However, that form of griefing is incredibly easy to document and rather blatant, so I can't imagine it happened often (I've never seen it and have only heard of it happening once).

Definitely NOT intended to nerf manaburns.
