It's a nerf to rangers in merit parties and xp parties. Their dps was already only on par with the other high end DDs. Now when they get hate on the mob, as they will, theyll be pulling it away from the group slowing down xp considerably. "Oh but their damage went up if theyre in the sweet spot." Yep, theyre just going to pull even more hate. Rangers will be better on some fights, but there's little chance theyre worth inviting to a good merit party. "Oh, then dont pull hate." Aka do less damage, aka a nurf.

Also this RNG change literally shits on the entire concept of the Annihilator/Yoichinoyumi. WS with a flat enmity no matter the damage, with Anni's aftermath being even more enmity reduction.
