They do that because it works. If you don't want to change things (again), let the pissed off people vent and go through the stages of grief or w/e until they get to acceptance. Letting a Nabutso or a Maseki tell everyone, "It's not a nerf" or "Just adapt and shut up" only fuels the fire. Constantly deleting things to try and hide the outrage will only provide bad optics. Streisand effect, more fuel to the fire.
Best thing to do from a PR standpoint if you're unwilling to undo the stuff you just broke is go radio silent and hope people either move on to the next outrage, learn to cope with it/level something else, or just move on.
