5ms and 1 hop could mean a VPN or other tunnel, fwiw. It just means that in the traceroute no layer 3 devices that decrement TTL are in the path.

So, only switches, etc., or a VPN/MPLS/similar tunnel.

But tell me what hosting service is going to allow VPNS to be used directly to their network? If he is getting 5 ms over VPN i'd be more surprised. Also the ping requests are proxied to Nasomi's actual location so that 5 ms is likely between the DC and his house.

Any of them? Order a VM, launch a VPN server on it, connect to it.

Pings are not proxied

Anyway, I ordered a VM right after I posted that link and it's already been delivered. Installing Windows on it now.

They are proxied in this case. I created a VM in Las Vegas with that provider and still had 70ms ping. It was less then 1 Ms to the proxy server with three hidden hops for 70ms total

Either there's multiple DCs or Nas turned on some additional DDoS mitigation. VM in NYC w/ FranTech and 15ms latency because it's going through some advcom mitigate hop.

There might be proxies for the ping selection on the client, but pinging the IP directly is almost certainly not proxied back to Nas's house.

What makes you say that. Forwarding ICMP packets is something any proxy can do.
