 Post subject: where to level fishing?

I'm in Windurst, and trying to fish at Port Windurst docks using Bamboo rod and small worms as bait, and only getting a bite 1 out of 10 times. I'm at level 1 in fishing. Where should i go in Windurst to level it up?
