This is a guide to help those new to the Harvest Festival get some items. However, I didnt see any MFOC in Lower Jeuno, so I am unsure if Nasomi is knows it.

Basics of the Fall Festival event:
Talk to Festival Moogle.
Festival Moogle located in the following areas:
-Port San d’Oria (by mog house entrance)
-Port Bastok (by mog house entrance)
-Windurst Walls (C-13)
-Lower Jeuno (Mog House entrance)

Once you talk to the Festival Moogle you will be given a random costume, you must use this costume to sneak up “behind” NPCs in these cities and scare them. Once you scare them, you will get either a treat (food) or equipment from these NPCs. (Note: if you have full inventory you will not get the item from the trick scare). Once you tricked the NPCs in town you will lose the costume and have to go back to the Festival Moogle to get another costume. [Note: You must finish all city costume items before you can get items from Lower Jeuno]

No treat staff this year. Also you missed the sprint shoes and the cobra staff. Looks like he changed some stuff up regarding rewards.

Unable to get the Retrace staff in Sandy. Talked to all npc's 3 times, until they eventually stopped giving out rewards. Bastok worked just fine though.

Answald, the boy right by the festive moogle in Sandy, is also a part of the event and is missing from the list above. Probably why you couldn't get the staff.

Thanks, I'll run back and check it out. Did the same thing in Windy with the same result. All ginger cookies and no staff.

Ran back to Sandy to talk to Answald and got food twice from him. No staff.
In Bastok one of the npc's gave it to me after talking to them from behind with the costume buff from the festive moogles. Figured you would be able to get one in each city. Maybe you only get the one from your home nation?

Edit: Got the retrace staff named, "Fourth Staff" (if from Bastok) in 2 different nations on 2 characters. You can only get it once, where you got it does not matter. It seems the "Retrace" effect is meant to take you to your home nation regardless of where it was obtained.

Got Treat staff in jeuno, the items I got from the city stopped after getting Ram staff in sandy and it was on the 9th NPC i talked to.

Jeuno gave horror head > Treat staff I so far.

Why is it that I cannot find the Festive Moogle in Lower Jeuno? Am I supposed to go to the other nations to collect after I'm done with my home nation?

There is no moogle in lower jueno as far as I have seen, I used the skelly robe to give me costume effect and talked to npc's with that.
