Exp rings are generally disabled here for reasons I don't know. Nasomi has turned them on a few times this year for special occasions (such as holidays) but outside of this they don't activate.

The simple reason is that exp rings are out of the era the server is trying to emulate.

Further, the exact era of this server is not so clear as a single point in time. For example we have ToAU jobs and several custom modifications that would not qualify as "in era". Back when I started here the server was advertised as just past ToAU and 2006 (you can still see this in some places), now as of the last time seeing a date I have seen 2005 or just CoP era. Since rings came out in 2005 they technically should be in.

Now-a-days they are only enabled for special occasions. Fourth of July weekend, for example.

I wouldn't hold your breath on them becoming wholly available, though. And if they ever do get turned back on, let's all just be pleasantly surprised.
