Which one is better? It doesn't seem like they give the exp value shown in the tooltip. I was wondering if the values were custom set on Nas or if they have the older max bonus values of 1k/2k for Empress/Emperor respectively.

They work as the old values were. The text can't be updated without a client side update iirc

Where do you get these exp bands?

Same NPC that sells warp scrolls. Some do not sell you the ring though and tell you that your inventory is full. Go to a different one if they say that.

You get more per charge with emperor but more total xp from empress. emperor would be equivalent to having 6 charges on an empress.

I have tried the tips listed here for being able to get my exp band and it says basically you can't purchase what you already have. It's no where in any inventory spaces or on me. I just started today. Have 10 yrs exp on ffxi but am totally clueless right now lol. Thanks.

That is true. The bands are usually only enabled on special holiday weekends or whenever Nasomi feels there is a good reason to enable them (new season of the Grand Tour). Check the main Nasomi webpage or Nasomi's Facebook posts for updates which may notify you they are enabled!
