I understand that we can have 3 accounts but when I try and make another character I keep getting error code. I need to make on other accounts?. Can only have 3? if I decided to delete on can will I be able to make another character on that account? Just needed some clarification is all Thank you!

1 char per account. Yes you can delete and remake.

3 accounts max. 1 limited to towns only.

There was always a 3char limit, it was supposed to be on 3 seperate accounts. Nasomi only started enforcing it recently, I suspect due to the migration to the new account system.

In my case, i got 2 weird things :
1/ i have 2 accounts, and 1 with 2 characters (1 main + 1 mule)
2/ i just make a third character 2 days ago and it's not limited to town
(i wanted a mule, not a main, i posted yesterday)
So i got 4 characters
I'm a bit worried that a ban hit me now

i would like to delete my mule.
where do i need to go to delete it ?
i heared that i must not do it from the ffxi client
EDIT : i found it, but i can't login, my password is more than 15 characters

You can delete a character in the client as long as you only delete one character per launch of the client.
