It isn't about whether or not it will "make" people invite BLMs. It's about whether or not their value increases inversely with a warp scroll's cost. Obviously a BLM isn't 74x more worth inviting (750 vs 10 cp cost) just because of the price of a warp scroll, but let's say just 1/100 people becomes conscious about their CP and chooses to invite a BLM instead. That's an increase, no matter how small, as a result of a change that brings us closer to retail.

The only thing changing the price will do is annoy low level players who have no CP making it harder for them to get around. At the level that this idea even becomes viable people have a tone of CP and a party (without a BLM) would easily pay for your next 10+ warps so why would you bother inviting a BLM? Also warp cudgels are a thing.

I'm confident that if this change is made almost everyone will be inconvenienced and could voice that but 99.6% of the serious complaints will be from newer players that have no CP

Yup, I don't even exp that much and I have ~550k CP sitting around (also helps that I am from windy and can't spend it that often). Or in other words enough for about 700 warp scrolls.

Any decent exp party is going to give you enough CP to make up for even the 750cp cost... Granted new players would likely be screwed. But hey new players are often saying that Nasomi favors old players.

Do people use CP for anything besides warp scroll? Is that a thing?

BLM is super easy to level. Get 3 blm and AM everything to death. Get 5 and aoe stuff for retarded 20k+/hr. You can probably even duo T/VT with 2 blms, less xp/hr offset my the ease of only needing one other person.
