I got back into this again recently after it started working out of nowhere, and I've recently gotten to level 10 and figured it's about time I join a linkshell. I took a look at the NasWiki for the linkshells and there were a few that were new player/low level friendly and looking through the forums I've seen that there's a few new linkshells too that aren't on the wiki as of yet. So I was wondering what's the best current linkshell for new players/early game leveling

Most linkshells aren't on the wiki.

Just shout in town and you'll find a decent one, probably.
