Hi, am I allowed to do quests on my 3rd account/character?

Also, it says that 3rd characters are restricted to level 10 and restricted to towns. How would someone get lvl10 if they can't leave town? Seems conflicting here.

Am I allowed to leave town to get lvl10? Am I allowed to do anything (i.e. Quests) outside of town?

Just wondering what the specific limitations are?

You can leave town to get to 10. You can earn reputation if you want to do gobbiebags. You shouldn't be leaving town to complete quests, farm, etc, only to travel to another town if you need to.

What if I try to get to level 10 killing crawlers and keep ending up with stacks and stacks of silk thread because I keep dying and never get to level 10? Am I breaking any rules?
