It was r/ex in era. It must've been made tradeable at some point, so we're getting the modern display but era behavior, cf.

As far as I know there are two uses for the skull.
Crafting and opo opo crown quest.

If you are after the latter - unless Panamas are actually food now it's worthless but amazing looking.
