Some NMs (I know some of the HNMs) are on some kind of server timer instead of zone timer. Others, if the zone resets they reset for sure.

Is there a list somewhere? There's definitely some people who are making use of this fact for sure... anyone willing to share?

Honestly, information is incredibly valuable when it comes to NMs. I don't think many people would be willing to give it up so easily.

No one is going to tell you. In fact, people go out of their way to delete relevant information on the wiki and spread misinformation as much as possible. You'll have to make friends with an NM experienced camper in game, or camp enough to gather the information for yourself. Sorry, but someone who camps an NM giving you that NM's information if the same as giving you money from their pocket, because you would then be competing against them.

What if it is an NM that you can not sell the drop or trade or bazaar?
Would they help then?,
I would really like to get a pilgrim's wand from the crow in W/Sarutabaruta, but to no avail as I hear it is a buggy NM.

Could or would someone be willing to help with that maybe?.

The few NM's I've checked after maintenance have been up.
It's probably harder to find one that isn't.
According to older threads, Nun is up. Same goes for tortoise shield NM, Dobsonfly, and jelly ring.
