I completed the supply quest a while ago and have used the warp several times. I went to use it yesterday and the NPC didn't give me zulkeim as an option. Also when I was in valkurm the NPC didn't give me the option to warp back. I am from windhurst. Tried it while bastok was under control and sandoria. Zoning/logging off didn't help. Unless someone has a fix, I'll just wait till windurst controls the region again and see if I get offered the quest or not.
