So i got the orcish scale mail or whatever, warped back to sandoria and the npc won't take the item. I asked around in the LS and apparently you have to do it without warping. So i dropped the item, ran all the way back, got it again and ran to sandoria. NPC still won't take the item. any suggestions?

You'll need to move onward, with the scales in your inventory, to the tombstone and select it in order to trigger a cut scene. After that, you can go to the gate guard to turn in the mission.
