i just start playing for couple days and i noticed the AH delivery NPC are disable, i found out you could use the delivery box function in mog safe, I try to send gear to my other character and after enter the character name and selected the item then it froze and message "Communication seem to be congested" appear, i try rezone into mog house, i tried South Sandy North Sandy Port Sandy mog house and still not work.

Has the game totally disable to delivery box function or mine just broken?

You can't use the dbox until an exploit involving it is fixed
