Hi - The Windy conquest NPC (Lexun-Marixun, W.W.) in bastok won't speak with me at all. Is there a reason why? I'm trying to get a signet like I have previously, but he's not chatting :/.

I'm coming to him on a level 1/1 job I just changed to.

I haven't had this problem yet, I have frequently gone to Windurst Embassy to get signet/warp scroll. I'm assuming you're a Windurst national?
