So, using a bit of necromancy, I have a similar issue, with the same error code. However, I only lag out and disconnect when zoning (as far as I know, still kind of low level) between La Theine Plateau and Ronfaure or Konschtat Highlands and North Gustaberg. This is a specific set of zoning that causes the log out, happens most times I zone between them, and doesn't happen between Valkurm Dunes and either of these zones.
