I've gotten the mission from the gate guards, went to Halver and got the Key Item: Letter to the Consuls. I then went to the San d'Orian consulate in Bastok first, spoke to everybody in there multiple times to no avail, and to my understanding, there was supposed to be a cutscene from Savae E Paleade. I even spoke to Grohm but nothing happened. I then gave up on doing Bastok -> Windurst so I tried to do Windurst -> Bastok instead, but the same thing happened, talked to everybody in the San d'Orian consulate in Windurst and Mourices, the person that is supposed to flag the mission for me, doesn't speak or even face me when selected. In hopes that maybe the mission still flagged, I spoke with Kupipi in Heaven's Tower but sadly all she gave was idle chatter.

Any assistance would be greatly appreciated.

There's an order to the NPCs that you need to speak to. The cutscene should play after you speak to the last person, Grohm. You won't get the cutscene obviously if Savae E Paleade doesn't even give you the mission. Whenever something like this happens, go back and redo the previous step. In this case it would be go back to Halver, even if you have the KI, you may need to trigger Halver's cut scene again.

Yup, had to talk to Halver again and gave me the same speech and all, but the Windy consulate gave me the cutscene, thank you Tim

Is there a way to reset the mission? I went back to talk to Enderacion and halver but did not get another cutscene. I have talked to every NPC multiple times and am not able to get any cutscenes. At this point it would be nice if I could just restart the mission.
