I have chosen my race, face, hair, name, and during the name and gold member check it stalls, then gives me error FFXIV-3113 Protocol time out error.

I was having this same issue when trying to name my character something other than the username for this account.

When I changed the character name to match the username, it let me create him.

I got this issue when I tried making an account on my alt first without any toons on my main. Turns out also you don't need to name it after your account name
