So I use /fps 60 and can run a consistent 60 or 58 w.e its capped at, and can dualbox 58 consistent.
Well while fishing and only fishing, when I press enter to catch a fish. My fps drops to 15 then goes to 29 and stays there.
Any fix for this?

In your fishing macro just do this:

/fps 1
/fish

This will automatically put it back to 60 fps cap on every cast. It still will drop to 15fps when reeling in but it's still way better.
