I wasn't able to trigger a Windhurst lvl 1 quest and my rep on the webpage doesn't give a number for the region. Every other city, I have at least 1 for, Windhurst, nothing; it's just blank.

If your Windurst field on the Nasomi reputation page is completely blank while every other city shows at least 1, it usually means your Windurst fame value is effectively 0 / not initialized, rather than Fame 1. On FFXI-style systems, Fame 1 is already a valid reputation level with specific dialogue; “blank” generally suggests no recorded reputation yet. Reputation (fame) is tracked independently per city.
