So i'm having a hell of a time getting the proper window orientation either it dose not fit the screen its exploded into one letter on the screen or i cant see one or the other side of my bar or my attack window please sugguestions are welcome my resolution setting for my current monitor which is a 55 in led TV my resolution setting is 3840X2160 im dealing with what i have for now but its quite annoying i cant just make it fit to screen\

That is a 16:9 720 resolution. Have you tried the base 720 configuration? Also note that at the first screen before the character selection screen, there is a resolution setting under the Config button. Make sure it's set to 16:9. Also once in game, there's is another configuration setting. See edit below.

I'd start with launching nasomi in 720 with
1280 x 720
-1 X -1
-1 X -1
-1 X -1

Then check the two in game config locations.

Edit: My bad. After you log in, Config Misc. 2 has the background aspect ratio (16:9 also here)
