I know do to chain of quests being broken that you are supposed to get certificate after this quest to be able to enter Toramorai Canal from Windy. However, after completing this one and the 3 that follows, I still have not received Key Item. Is this a known problem or was this removed in last update?

I just got the key item from this recently, so it's definitely possible.

Blue Ribbon Blues is not required, despite what the retail wiki says. I don't know if that's a nasomi-only change or if the retail wiki is just wrong. I completed the chain up through Water Way To Go some time ago and wasn't able to progress further, but when I started Windy 3-2 (which asks you to go down into Toraimarai and gives you the Portal Charm for completing it), Toraimarai Turmoil opened up. It's possible all I needed was nation Rank 3; I didn't check to see if the quest was available between finishing 2-3 and starting 3-2.

I am san d'orian so maybe if you are not in Windy the quests wont give it. Im on the Blue Ribbon Blues quest now but was told it would give the item after Food for Thought...it didn't so I kept going.

It might be a level thing also; I was only 34 on my current job when I picked it up. It might be that Blue Ribbon Blues has a level 40 requirement and Toraimarai Turmoil has a nation rank 3 requirement, or something like that.
